Accomplishments

 


2006

  • Solidified the commitment for Snap-On Corporation from state, county and local financial assistance programs, along with providing them with research analysis and other statistical documents.
  • Assisted with the MGP Expansion. Construction of the expansion was completed in February 2006, doubling the production of the plant to 100 million gallons. MGP opened with about 35 full time employees, and now has more than 45 workers. MGP is now planning their third (3rd) expansion, which will double their capacity to 200 million gallons.
  • The $214,249 in excise tax that MGP pays annually ultimately contributes $110,350.52 to the North Kossuth School System. MGP has paid a total of $62,764 in property tax; $549,216.50 in excise tax on natural gas consumption and $305,909.45 as interest on the loan.
  • Assisted Hydrogen Engine Center in the purchase of the Cozzini, Inc. Spec Building where the HEC Genset Plant will be located.
  • Pharmacists Mutual Insurance Companies completed their 3rd building expansion project, which is a three-level 30,000 square foot building. Pharmacists Mutual Employs over 262 people.
  • Assisted East Fork Biodiesel, of Algona, with partners to assist with the state/federal financial assistance programs.
  • Assisted Kensington Industry with identifying state, federal, county, and utility programs for the proposed Galbraith Ethanol Plant. Total capital investment will approximately be $165 million.
  • Assisted Prairie Creek Ethanol Plant, of Wesley, with pulling resources and identifying county/state/federal financial assistance programs.
  • Completed and now implementing the Restructuring of KCEDC that will drive economic development and develop stronger commitment through private and public dollars.
  • Finalized the identification of land to be designated under the Kossuth County Enterprise Zone.
  • Established a development agreement to be the Economic Development Service Provider for Palo Alto County Economic Development Corporation (PACEDC).
  • Assist the PACEDC Board in developing and implementing fundamental concepts to build a strong Economic Development Organization.
  • Updated the Kossuth County Labor Shed Analysis. Also worked with Iowa Workforce Development to create Identified Specific Labor Analysis for Kossuth and Palo Alto Counties.
  • Continued to work with a Regional Organization “Mid Iowa Growth Partners” which consists of 9 counties. KCEDC Director serves as President of the regional organization.
  • KCEDC Executive Director, represented MIGP at Washington D.C. for a three day legislative forum.
  • Continued to provide full-time professional economic development staff to ensure economic development services are implemented.
  • The KCEDC Summer Internship program was enhanced with Business Training Seminars, along with including an Intern/CEO Luncheon. The Summer Internship Program developed “Project Hope” which gives comfort to children/teenagers who have been removed from their homes in Kossuth County by providing personal health care products. A proclamation was adopted by the Kossuth County Board of Supervisors designating the week of July 10-17 as Project Hope Week.
  • Attended UNI College Career Day to market our county to prospective workforce.
  • Developed an online brochure for International Tourists that highlights Kossuth County’s communities.
  • Assist startup businesses to work with ILCC Small Business Development Center of Spencer and the NIACC Pappajohn Business Accelerator Office in Mason City.
  • Continue to work with ILCC Small Business Development Center in encouraging start-up businesses, entrepreneurships and to assist in promoting educational classes for area bankers and business start-up’s and co-sponsor’s.
  • Supported existing industry with hands-on assistance be it technical or financial.
  • Researched data for sites and buildings database, labor shed, business survey, targeted industry and community profiles. Location One Information System (LOIS). Updated the printable flier for all thirteen communities.
  • Assisted a variety of start up businesses with job growth through support and development.
  • Continued to Sponsor CEO Network Quarterly educational meetings.
  • Continued to facilitate the County City Clerks Quarterly Meetings, which provide educational speakers and review new programs that will affect communities in Kossuth/Palo Alto County.
  • CEO Steering Committee continues to meet with businesses and their Board of Directors through Existing Business & Industry and Call Visit Programs.
  • Distribute Kossuth County Visitor’s Guide, “Snapshot of Kossuth!” to all welcome centers in the state of Iowa and surrounding communities.
  • KCEDC Executive Director attended a “Sell Iowa Trip” to assist in marketing Kossuth County to external audiences for the State of Iowa. Iowa Dept. of Economic Development sponsors these promotional trips, along with the utility partners.
  • Assisted in the development stage of establishing the Kossuth County Community Foundation.
  • KCEDC is a vested member of the Iowa Career Consortium of IDED. This is a benefit for Business Investors to display job opportunities on the ICC website and to be able to review a pool of skilled and educated workforce.
  • Distributed the KCEDC Publication of “How To Do Business In Kossuth County” to all of the banks in Kossuth County.
  • Continue to work through our different committees to promote Kossuth County and their areas of emphasis. KCEDC’s Committees are as follows: AG, Career-Intern, CEO, City Clerks, and Communications.
  • Published a semi-annual newsletter that will now highlight both Kossuth and Palo Alto County, along with an annual Intern newsletter.
  • Promote “Christmas Around Kossuth County” statewide for communities as they promote retail activity during the holiday shopping season.
  • Published 2006 Business Survey, which is collective data from 118 businesses in Kossuth County.
  • KCEDC’s website is continually updated with current information and statistics: www.kossuth-edc.com.
  • Created an Economic Impact Analysis of some of the businesses and companies that KCEDC has assisted in the past year. This was delivered to the Board of Supervisors to note the true impact and the importance these businesses have on the economic climate of Kossuth County.
  • KCEDC’s Executive Director serves on the following boards for both regional and state affiliation: NIACC Pappajohn Business Investment Accelerator Advisory Board, Vice President for Professional Developers of Iowa, President of Mid Iowa Growth Partners, and member of the Governor’s Targeted Small Business Task Force.

2005

  • Assisted in obtaining financial assistance and retaining Aluma, Ltd. with their 2nd phase expansion. Aluma increased their employees from 80 in the fall of 2004 to the current number of 105 people.
  • Assisted with the MGP Expansion. Construction of the expansion is slated to be completed in December, 2005, doubling the production of the plant to 100 million gallons. MGP opened with about 35 full time employees, and now has more than 45 workers.
  • The $212,405 in excise tax that MGP pays annually ultimately contributes $112,436 to the North Kossuth School System.
  • Secured funding for Hydrogen Engine Center and held groundbreaking in Summer, 2005.
  • Assisted Pharmacists Mutual Insurance Companies with their 3rd building expansion project, which will construct a three-level 30,000 square foot building. Employment numbers have increased from 237 in 2004 to 249 in 2005.
  • Assisted in obtaining $200,000 USDA financial assistance program for the Good Samaritan Center for the Assisted Living Project.
  • Assisted in establishing the Enterprise Zone and other programs for the 2nd phase expansion of Midwest Grain Processors-Lakota’s ethanol plant, Lakota Housing, Bancroft Industrial Park, Snap-On Industrial Park, Pharmacists Mutual, City of West Bend, West Bend Industrial Park, and Whittemore Housing and two Whittemore Industrial Parks, and AFECO/Cozzini, Eugene Hunt—Housing Development, 4L-LLC, City of Algona, Whittemore Truck & Trailer, City of Swea City, City of Whittemore, Shawne Cyscon/Colleen Posinger, Kenneth Farrell, Joe Kollasch, Dennis Mosbach, Elmer Steier, Gary Peterson.
  • Updated the County Labor Shed Analysis. There will then be a regional labor shed done for the 9 counties involved in Mid Iowa Growth partners.

  • Continued to Sponsor CEO Network Quarterly educational meetings.
  • Continued to facilitate the County City Clerks Quarterly Meetings, which provide educational speakers and review new programs that will effect communities in Kossuth County.
  • Formed a County-Wide Community Foundation Commission with public and private representatives. The Kossuth County Community Foundation is affiliated with the Waterloo/Cedar Falls Community Foundation.
  • CEO Steering continue to meet with businesses and their Board of Directors through Existing Business & Industry and Call Visit Programs.
  • Participated in Iowa Department of Economic Development’s Week long pilot program. The Kaizen Program was held for Business Development Division to assist in revamping the existing departments.
  • Developed and published a revised Kossuth County Visitor’s Guide. “Snapshot of Kossuth!”
  • Completed and now implementing the Restructuring of KCEDC that will drive economic development and develop stronger commitment through private and public dollars.

2004

  • Assisted in obtaining financial assistance and retaining Aluma, Ltd. with their 2nd phase expansion.
  • Assisted with the MGP Expansion. This expansion will be completed in the summer of 2005 with the ethanol output doubling and reaching 100 million gallons annually.
  • The $195,000 in excise tax that MGP pays annually ultimately contributes $97,500 to the North Kossuth School System.
  • Assisted in obtaining $200,000 USDA financial assistance program for the Assisted Living Project.
  • Assisted in establishing the Enterprise Zone and other programs for the 2nd phase expansion of Midwest Grain Processors-Lakota’s ethanol plant, Lakota Housing, Bancroft Industrial Park, Snap-On Industrial Park, Pharmacists Mutual, West Bend Industrial Park, and Whittemore Housing and two Whittemore Industrial Parks, and AFECO/Cozzini.
  • KCEDC placed 42 Interns into their Summer Internship Program in 2004.
  • Completed and now implementing the Restructuring of KCEDC that will drive economic development and develop stronger commitment through private and public dollars.
  • KCEDC Intern Program recognized and was a presenter at the Community Vitality Center’s 1st Annual Academy.
  • Developed and published a revised Kossuth County Visitor’s Guide. “Snapshot of Kossuth!”
  • Co-Sponsored and marketed with ILCC the Business and Industry Training classes, “The Power to Sell” and “Bad Apples: How to Deal with Negative Attitudes.”
  • Developed and are now marketing area industrial parks in Kossuth County through the Geographic Information Systems (GIS) Maps. These maps are on the Iowa Dept. of Economic Development and KCEDC web sites.
  • CEO Steering continue to meet with businesses and their Board of Directors through Existing Business & Industry and Call Programs. This is a way to keep in tuned with the businesses and to recognize them for their impact they have on Kossuth County.
  • KCEDC Ex. Director went on a “Sell Iowa Trip” to assist in marketing the State of Iowa, along with businesses in Kossuth County. Iowa Dept. of Economic Development sponsors these promotional trips, along with the utility partners.
  • Developed a professional document on “How To Do Business In Kossuth County.”

  • Established the County Revolving Loan and attained seed dollars along with a USDA Grant of $99,000.
  • Formed a seven-person Revolving Loan Fund Commission with public and private representatives.
  • Hosted a State Training Session on behalf of the Kossuth County Enterprise Zone Commission. The session was facilitated by Iowa Department of Economic Development. Currently there are 6 enterprise zone designations within the county.
  • Finalized the County Labor Shed Analysis.
  • Assisted in obtaining financial assistance for expansion of Aluma, LTD.
  • Assisted 6 communities with business development and expansion plans.
  • Published the targeted marketing collateral materials and began prospect mailings.
  • Hosted “Give ’em the Pickle” customer service training with Algona Area Chamber of Commerce.
  • Received the ISU Community Vitality Grant for our Career Intern Program.
  • Co-sponsored Sen. Charles Grassley’s International Ambassador Tour along with the Algona Chamber of Commerce.
  • Partnered with 10 counties to establish a Mid Iowa Economic Development Corporation. The corporation will assist in marketing our area by pooling the expertise of ten local economic development organizations.
  • Started the restructuring of KCEDC by examining the goals and growth of the organization.
  • Attended two ISU College Career Days (Business and Ag/Engineering) to market our county to prospect workforce.
  • Continued to participate in the Mystery Visitor program for 13 communities within the county. The program encourages pride in our local communities.

  • Finalized the development of the prospect packet “Sell Kit” for recruiting businesses and employees.
  • Published 2002 Business Survey, which is a collective data from 106 businesses in Kossuth County.
  • Identified statistics on workforce, future expansions and projected growth.
  • Assisted in establishing a Kossuth County Human Resource organization, Kossuth County Employers’ Council of Iowa (KCECI).
  • Coordinated efforts to obtain seed money towards establishing a Kossuth County Revolving Loan Fund.
  • Hosted Small Business Development Lender Training Workshop for all 13 Banks in Kossuth County.
  • Continued to work with Iowa Small Business Development Centers, on initiating entrepreneur and small business development.
  • Developed documents for the Revolving Loan Fund such as: guidelines, applications, loan agreements and promissory notes.
  • Formatted the Commissioners for the Kossuth County Enterprise Zone.
  • Recruited and helped establish Midwest Grain Processors, Lakota, the largest farmer-owned ethanol plant in Iowa.
  • Assisted in hosting the Leadership Iowa class in April, 2002 – the first time this group visited Kossuth County.

  • Facilitated Vision Iowa CAT Fund grant requests benefitting: Park View Inn & Suites and Conference Center (West Bend) and Algona Family YMCA.
  • Educated area youth on local & historic attractions with "Passport Around Kossuth" project.
  • Published and distributed the Kossuth County Visitor's Guide.
  • Preparing to host Leadership Iowa class in April 2002 - the first time this group will visit Kossuth County.

  • Conducted 13 Community of the Month celebrations to highlight Kossuth County's 150th Anniversary.

2000

  • Assisted with establishing the Midwest Grain Processing Plant. This will be the largest ethanol plant in the State of Iowa.
  • Creating a prospect packet or "Sell Kit" to be used in targeting potential businesses.
  • Worked with the Iowa Department of Economic Development to establish a brand marketing concept and develop a slogan, "Acres of Opportunity" which is vital to promote our county.
  • Created a trade show booth to market Kossuth County.
  • Formed a CEO Business and Industry committee.
  • Work to establish a Revolving Loan Fund for prospective and existing businesses.
  • Established the Kossuth County "Ag Hall of Fame" in conjunction with the Algona Chamber of Commerce.
  • Participated in the Iowa State University's Fall Career Day to promote Kossuth County.
  • Published and distributed the Kossuth County Visitor Guide.
  • Distributed information to local communities on available grants and worked with communities to facilitate funding from outside sources.
  • Continue to coordinate efforts with Iowa Lakes Community College to establish a Leadership Program for local employers.
  • Published a semi-annual newsletter in an effort to keep communities informed as to what is happening at KCEDC.
  • Established and maintained a web page presence at
    www.kossuth-edc.com.
  • A refining, continuation of programs already in place.
  • Maureen Elbert is a 2000 graduate of the Economic Development Institute at the University of Oklahoma. Less than 23% of the professional economic developers in the state of Iowa have earned this designation.

1999

  • Established a network of 80 volunteers from throughout the county working in the areas of Agriculture, Tourism, Marketing and Business Development.
  • Provided assistance to 29 start-up or expansion businesses through state/federal programs.
  • Assisted Swea City in obtaining grant funds to create an industrial park.
  • Developed a Business Plan and Marketing Plan.
  • Conducted a Business Survey to determine needs and expansion plans of Kossuth County's existing businesses.
  • Assisted 13 communities in Kossuth County to establish their own website.
  • Assisted Kossuth Regional Health Center to obtain a $100,000 interest-free loan for the Survey Renovation and Expansion Project.
  • Assisted 13 Kossuth County communities to complete the Community Quick Reference, a necessary biography for potential employers.
  • Coordinated County-Wide Breakfast which brought together leaders in Kossuth County and experts in Economic Development.
  • Developed an internship program to attract young people to Kossuth County.
  • Completed a Kossuth County Housing Needs Assessment for prospective businesses and employers.
  • Developed an inventory of available land sites for business development in Kossuth County.
  • Utilized state/federal programs to provide training and technical or financial assistance to area businesses and committee volunteers.
  • Collaborated with local Community Betterment and Economic Development Groups.
